Mandatory Water Restrictions Issued
The Louisa County Water Authority (LCWA) Board of Directors has issued a formal Water Watch and Mandatory Water Restrictions Emergency Advisory. This affects all connected customers on the New Bridge / Lake Anna and Green Springs / Zion Crossroads water systems.
Enforcement & Penalty Level
Continued severe drought across the Commonwealth of Virginia has compelled LCWA executive director, Pam Baughman, to implement mandatory conservation rules. Any direct violation of these scheduled water usage mandates will be strictly enforced as a Class 3 Misdemeanor under Virginia state statutes.
Risk of Deteriorating Conditions: If deep groundwater and well aquifer levels continue to drop through summer 2026, progressive emergency measures will be introduced—including strict water rationing, immediate suspension of new water taps/hookups, and significant emergency surcharges.
The 9 Mandatory Conservation Mandates
Every connected customer is legally required to transition to zero-waste water operations immediately. Review the highly specific rules governing the area:
01.No Watering of Outdoor Vegetation
Absolutely NO watering of outside shrubbery, trees, lawns, grass, plants, home vegetable gardens, or any other vegetation is permitted, EXCEPT strictly from a watering can or individual hand container not exceeding three (3) gallons in total capacity. The use of hose-connected sprinklers, automated underground irrigation systems, or other mechanical irrigation methods is strictly prohibited. Commercial greenhouses or professional nursery stocks are the ONLY exception; they may perform watering to preserve structural plant assets strictly before 7:00 AM or after 8:00 PM.
02.No Washing of Vehicles & Equipment
Automobiles, trucks, trailers, recreational vehicles, boats, runabouts, jet skis, or any other private mobile mechanical equipment may NOT be washed anywhere on customer premises or using public water system connections. The only allowable exception is washing performed directly at a licensed, commercial auto car wash facility operating water-recycling systems.
03.No Washing of Outdoor Surfaces
No washing or hosing down of sidewalks, public streets, private driveways, residential parking lots, commercial service station aprons, building exteriors (homes, townhomes, apartments), commercial store facades, or any other outdoor hard surfaces is permitted, unless specifically and officially mandated by federal, state, or state-sanctioned clean safety regulations.
04.No Ornamental Fountain Operation
Ornamental water fountains, programmatic waterfall loops, or similar architectural or landscape displays utilizing public potable water supplies are strictly forbidden from operating. These systems must be fully shut down and drained to prevent unnecessary evaporation losses.
05.No Pool Filling or Refilling
Customers are barred from initial filling or complete topping-off of swimming pools or wading pools requiring more than five (5) gallons of fresh intake water. This includes completely prohibiting the refilling of pools drained after the effective date of this emergency declaration. Exceptions exist solely to prevent high-value structural damage; contact the LCWA office directly for dynamic pre-approval.
06.Strict Fire Hydrant Lockout
Absolutely no fire hydrant utilization is permitted for any purpose other than authorized Louisa County municipal emergency service operations (e.g., active fire suppression and essential utility maintenance).
07.No Table Water at Restaurants
Public dining establishments and restaurants located within the service boundaries are prohibited from serving drinking water to guests automatically. Dining staff may only serve water to seated customers who explicitly request it verbally.
08.Restrictions on Water-Cooled A/C
No customer may run or operate commercial or residential water-cooled comfort air conditioning machinery that does not utilize active water-conservation or recycled loop equipment in direct, certified operation.
Scientific Context & Drought Parameters
A widespread, persistent meteorological drought across the Commonwealth of Virginia has been actively tracked throughout the entirety of Spring 2026. The Department of Environmental Quality (DEQ) maintains its active **Drought Watch Advisory**, explicitly signaling that groundwater reservoirs remain under intense stress.
While scattered summer thunderstorms bring superficial surface soil improvements, they pass too quickly to recharge the deep aquifers and rural well infrastructure that supply Lake Anna’s tap systems. Currently, **20 of the 24 regional monitoring wells** across Virginia are functioning below the lowest 10th percentile for standard historical water levels at this time of year.

If your lake house, cabin, or rental is supplied by a private, localized deep groundwater well rather than LCWA public mains, you are technically exempt from misdemeanor citations; however, voluntary, extreme caution is requested to protect groundwater tables.
